What are the benefits of participating in and becoming a member 

of an environmental law roundtable?

EcoDirections International Pty Ltd initiated the Environmental Law Roundtable of Australia and New Zealand (ELRANZ) in 2005 to facilitate dialogue of and develop proposals for the harmonisation of environmental law throughout Australia and New Zealand. 

ELRANZ is now a joint project of the National Environmental law Association (Australia) (NELA) and the Resource Management Law Association (New Zealand) (RMLA).

It is a multidisciplinary forum open to interested professionals, Government Departments and Agencies, statutory corporations, business, industry, NGOs, academics and students. Local Government is included as many regulatory actions are within the local sphere.

There are two ways to get involved. Registrations of interest can occur at anytime.

You can be a member of the Working Group and assist in research projects and/or developing discussion papers on particular topics.

Secondly, you can become an ELRANZ Associate and go onto the email distribution list to receive ongoing information about Roundtable activities and be able to register early for a particular Roundtable Event.  ELRANZ Associates represent diverse stakeholder interests in Roundtable projects.   

Each issue referred to ELRANZ will be subject to an assessment process to develop a particular methodology for progress through the Roundtable.

Among the techniques to be used will be Negotiated Rulemaking (including adaptations for particular issues), Neutral Facilitation (by independent third parties) and other consensus building activities.

Negotiated rulemaking is a process which brings together representatives of various interest groups and a government department or agency (including, if necessary, each of the different spheres of government) to negotiate the text of a proposed law (wide enough to cover new or amended legislation including delegated legislation). This model can be adapted to suit different situations and be tailor made for the particular Roundtable issue.

Neutral Facilitation is the process by which stakeholders can come together to discuss and negotiate the development of a new concept or idea or the revision of some law or regulation assisted by an independent third party facilitator who helps the stakeholders move through the discussion. It may involve separate sessions with individual stakeholders or a number of stakeholders with similar interests as part of the overall structure for the Neutral Facilitation.
